"The Caddo Nation has lost funding for three (3) PL-638 programs, Aid to Tribal Government, Bison Preservation Project, and Wildland Fire Suppression.
"In a last ditch effort to save these programs the Bureau of Indian Affairs attempted to gather the eight members that they recognize as the Caddo Nation Council. They are LaRue Parker, Chairperson; Joyce Hendrix Hinse, Vice Chairperson; Marilyn Threlkeld, Secretary; LaCreda Daugomah, Treasurer; Anna Donaghey, Anadarko Representative; Christine Noah, Binger Representative; Mary Pat Clark, Ft. Cobb Representative; and Frances Cussen Kodaseet, Oklahoma City Representative.
"The meeting was held on Tuesday, August 17, 2004, at 10:00 a.m. It had been rescheduled from Monday, August 9, 2004, because of the death of the Chairperson's brother. The Anadarko Agency Superintendent had personally called all eight (8) council members and believed they were going to attend. When the meeting was rescheduled, we learned that Christine Noah had not planned to attend on the 9th because of just returning to work from travel, Mary Pat Clark was not able to attend on the 9th because of doctor appointments, and Monday is LaCreda Daugomah's dialysis day. The rescheduling should have resulted in better attendance, but it did not.
"Although Christine Noah and Anna Donaghey had told BIA officials that they would attend if all eight (8) council members were included, they did not come to the meeting [on the 17th]. Meeting notices were sent to all eight (8) council members and none were returned by the Post Office. Although the meeting was held on a Tuesday, LaCreda Daugomah did not attend. Mary Pat Clark said she would not attend if the Chairperson presided over the meeting.
"The people who came to the meeting were LaRue Parker, Joyce Hinse, and Frances Kodaseet from the Caddo Nation Council and three BIA representatives. Ernest Redbird, BIA Finance Officer, brought a proposed plan whereby the BIA would review and be the final signature on all expenditures from the three (3) PL 638 contract programs. This was an effort on the part of the BIA to reassure the five (5) council members (who have been attempting to retrocede all BIA PL 638 programs back to the BIA) that there is no misspending or misappropriation of funds. These five (5) council members were not present to hear the proposal or negotiate an alternate plan on behalf of the Caddo people they were elected to represent. The other two (2) BIA representatives were Lonnie Emahoolah, Agency Tribal Government Officer, and Jennifer Hill, meeting recorder.
"The BIA has informed us that approximately $158,000.00 in funding for the three (3) programs has been permanently lost. When Social Services and Job Placement and Training, other BIA PL 638 programs, come due in December of this year, the Caddo Nation has the potential to lose an additional $51,000.00 in finding because of the behavior of Threlkeld, Daugomah, Donaghey, Noah, and Clark.
"Chairperson, LaRue Parker; Vice-Chairperson, Joyce Hinse; and Oklahoma City Representative, Frances Kodaseet have vowed to do everything in their power to keep the Caddo Nation Government running so that services can be provided to Caddo people."
The following three programs have permanently lost their funding from the BIA:

Museum prepares digital exhibit (16 August 2004)
In an effort to make its exhibitions more widely available, the staff of the Caddo Heritage Museum has prepared a digital mini-exhibit for its most recent showing. This digital exhibit features some of the shirts on display as part of "Caddo Clothing: Traditional Men's Shirts." This exhibit will be on display in the gallery at the Museum through October, but will continue on afterwards in this digital exhibit. Many museums across the country have started to offer smaller versions of their exhibits on-line; some even offer full-scale exhibits not available in their galleries or elsewhere. Digital or virtual exhibits are the cutting edge of exhibition techniques for museums. Taking exhibits on-line is also a perfect way to increase access to museum exhibits for those who are unable to visit the museum's physical location. "This is an exciting opportunity for tribal members who live outside of the area to see what is on exhibit," says Rhonda Fair, Curator at the Museum. "It's also a great way for us to let them know that the Museum is for all of the Caddo community, not just those who live within driving distance of the Museum." Those interested in the Museum's virtual exhibit can see it here. The exhibit will open in a new browser window. And of course, the Museum itself is open to the public from 9 AM to 4 PM, Monday through Friday. For more information, contact the Museum at 405.656.2344.
