MEETING CALLED TO ORDER at 2:00 p.m. by Chairperson, LaRue Parker, after declaring that there was a quorum (20 or more) of the membership present.

TRIBAL MEMBERS PRESENT: 25

COUNCIL MEMBERS PRESENT: LaRue Parker, Chairperson; Joyce Hinse, Vice Chairperson; and France Kodaseet, Oklahoma City Representative.

COUNCIL MEMBERS ABSENT: Loy Fife, Secretary; LaCreda Daugomah, Treasurer; Christine Noah, Binger Representative; and Rob Messer, Anadarko Representative.

INVOCATION: Mary Cecile Carter.

MINUTES: In the absence of the Secretary, the Chairperson appointed the Vice Chairperson as Acting Secretary for the meeting and asked her to take the minutes.

GAMING DEVELOPMENT

MOTION: Made by Joe Exendine and seconded by Diane Sparks to authorize the Chairperson to retain Richard (Rick) Grellmer as the official attorney for gaming for the Caddo Nation
    VOTE:   17 FOR; 0 AGAINST; 1 ABSTENTION

Frank Shunock, Director, NORAM, gave a brief history of the gaming experience of the company with other tribes., They have experience working on various projects with nine (9) different tribes, four (4) in California. Their Indian gaming experience is with six (6) different tribes.

Rick stated that the Gaming Commission regulated once the casino is built. The Gaming Commission does not contract on behalf of the tribe. The Gaming Commission is a regulatory body.

MOTION: Made by Diana Woodward and seconded by Barbara Barr to authorize the Chairperson to sign a Letter of Agreement between the Gaming Development Company, LLC and the Caddo Nation so that they can prepare a proposal.
    VOTE:   17 FOR; 0 AGAINST; 2 ABSTENTIONS

MOTION: Made by Sherma White and seconded by Novalene (Nova) Edwards to go with Eagle Vision for a gaming casino in Anadarko.
    VOTE:   18 FOR; 1 AGAINST; 0 ABSTENTIONS

APPROVAL OF MINUTES

Minutes of the May 8, 2004 Membership Meeting were distributed to the membership. The Chairperson asked it there were any additions or corrections. There were none and the Chairperson called for a motion to approve the minutes.

MOTION: Made by Joe Exendine and seconded by Barbara Barr to approve the minutes for the May 8, 2004 Membership Meeting.
    VOTE:    13 FOR; 0 AGAINST; 3 ABSTENTIONS

BUREAU OF INDIAN AFFAIRS APPEAL DECISIONS

Copies of the Bureau of Indian Affair decision issued on June 16, 2004 were distributed to the membership. This was a response to appeals to decisions issued by the Anadarko Agency Superintendent dates August 10, 2003, November 24, 2003, December 5, 2003, and February 27, 2004.

The Bureau of Indian Affairs still recognizes the eight (8) Council members in office prior to the 2003 Election. The BIA does not recognize the Election Board voted on by the membership on September 20, 2003. Because the membership illegally removed the two (2) remaining Election Board members who conducted the 2003 Election.

In response to instructions from Judge Phil Lujan of the CFR Court, the Caddo Nation Council (in a meeting in which all eight (8) Council members who are currently recognized by the Bureaui of Indian Affairs were in attendence) voted to appoint, for approval by the membership, three (3) Election Board members, namely Teresa Keller Margaret Rico, and Dorothy Garrett. Copies of the minutes of the October 7, 2003 Council Meeting, which had been prepared by Marilyn Threlkeld, were distributed to the membership.

MOTION: Made by Barbara Barr and seconded by Mary Lou Davis to confirm the appointment of Teresa Keller to the Election Board.

    VOTE:   16 FOR; 0 AGAINST; 0 ABSTENTIONS

MOTION: Made by Mary Lou Davis and seconded by Kay O'Neal to confirm the appointment of Margaret Rico to the Election Board.

    VOTE:   17 FOR; 0 AGAINST; 0 ABSTENTIONS

MOTION: Made by Sherma White and seconded by Diana Woodward to confirm the appointment of Dorothy Garrett to the Election Board.

    VOTE:   18 FOR; 0 AGAINST; 0 ABSTENTIONS

MOTION: Made by Ruth Council and seconded by Novalene (Nova) Edwards to adjourn.

    VOTE:   MOTION CARRIED
