Call to Order:          1:24 pm

 

Invocation:              Shirley French

 

 

Diane Sparks read the March Membership Minutes.  Margie Rico made a motion to approve the minutes as read, seconded by Eddie Cash, Motion carried with 2 abstentions.

 

Chairperson Parker clarified her knowledge of Onnam and corrected the rumor that she had not stated that we “need to take this offer”.  Chairperson Parker stated that some of the RFP letters which had been sent out had been returned due to bad addresses.  These letters had been sent to addresses which had been listed on the NIGC web site.  It was also mentioned that, to her knowledge, 2 Caddo Nation members had filed a bar complaint against our gaming attorney, Rick Grellner, and general counsel, Lyle Vaughn, for making misleading statements using the term “millions”.  Mr. Grellner stated that he stands behind his statement due to a market study which resulted in $3/4 million a month being a possibility with the Onnam Lodge/casino.

 

Mr. Grellner also stated the loan we would obtain from Onnam was to be a Non-Recourse Loan, therefore the tribe would be out nothing if the lodge/casino folded.  The loaning parties could not take the building but could take any fixtures from the interior.

 

Mr. Grellner was questioned as to whether or not he had worked for the Apaches.  He answered in the affirmative.

 

Todd Goodman reported that out of 31 RFPs mailed out, 12 were returned unopened, 18 were no replies and we had 1 “no thanks”.  We would give the “no replies” fifteen more days to respond.  Todd also stated that he was conducting a background check on the parties involved.

 

Dorothy Garnett made a motion that we go forward with Onnam, which was seconded by Twyla Leamus and motion carried.

 

Motion was made by Dorothy Garrett to approve Donna Benetiz as a member of the Election Board, Ed Cash seconded the motion.  Motion Carried.

LaDonna Daingkau explained that if we didn’t reach an agreement with the Housing Authority in Gracemont HUD would penalize the tribe.

 

Motion to adjourn at 2:30 was made by Todd Goodman, seconded by Patty Leamus, Motion carried.

We, the undersigned Chairperson and Secretary of the Caddo Nation Tribal Council hereby certify that a quorum was present at this duly called, noticed and convened membership meeting held at the Caddo Nation Complex in Binger, Oklahoma.
