RESOLUTION OF THE CADDO NATION OF OKLAHOMA TO HEREBY DESIGNATE THE
CADDO NATION OF OKLAHOMA AS THE TDHE
WHEREAS: the Caddo Nation of Oklahoma is a federally recognized tribe,
governed by a Constitution pursuant to the Oklahoma Indian Welfare Act
of 1936, (49 Stat. 1967): and
WHEREAS: under the revised Caddo Nation Constitution and Bylaws adopted
by the Caddo Nation of Oklahoma on June 26, 1976, and recognized by the
Secretary of the Interior, the Tribal Council of the Caddo Nation has
certain powers: and
WHEREAS: under Article V, Section 2, part "F" of the Caddo Nation
Constitution, the Tribal Council is empowered to establish procedures
for the conduct of all tribal government and business operation: and
WHEREAS: under Article V, Section 2, part "J" of the Caddo Nation
Constitution the tribal Council is empowered to approve or disapprove
contracts of agreements with Federal, State, or local governments, with
private persons or with corporate bodies: and
WHEREAS: under Article V, Section 2, part "M" of the Caddo Nation
Constitution the Tribal Council is empowered to pass such ordinances
and resolutions necessary to the exercise of any of the foregoing
powers and duties; and
WHEREAS: under Article V, Section 2, part "Q" of the Caddo Nation
Constitution the Tribal Council is empowered to provide for the
promotion and protection for the health, peace, morals, education, and
general welfare of the nation and its members: and
WHEREAS: the Tribal Council acknowledges the adoption of the Native
American Housing Assistance and Self-Determination Act of 1996: and
WHEREAS: the Tribal Council realizes the need to participate and comply
with the new Bill regulations and requirements: and
WHEREAS: the Tribal Council recognizes that this resolution supersedes
any previous resolutions made and approved in regards to NAHASDA, TDHE,
or any other matter regarding housing issues.
NOW THEREFORE BE IT RESOLVED: that the Tribal Council hereby officially
designates the Caddo Nation of Oklahoma to be the recipient of HUD
funding under NAHASDA and any other special or additional HUD funding
that may become available in the area of Indian Housing.
BE IT FURTHER RESOLVED: the Caddo Nation of Oklahoma the Tribal Housing
five-year plan and subsequent year plans and any revisions as needed as
specified in the Native American Housing Assistance and
Self-Determination Act of 1996 and the Tribal Council hereby authorizes
that the Chairperson of the Caddo Nation of Oklahoma be designated to
sign off on all plans, revisions, APR's, and any other related matters
specified in Native American Housing Authority Self Determination Act.
CERTIFICATION
We certify that the Caddo Nation Council with a quorum being present at
a meeting duly called and convened on this 5th day of August, 2005 at
the Caddo Tribal Office, Binger, Oklahoma has duly adopted this
resolution by a vote of 4 FOR and 1 OPPOSING and 0 ABSTAINING.
