GENERAL ASSISTANCE PROGRAM (GAP)

The U.S. Environmental Protection Agency (EPA or Agency) is responsible for administration of  various programs that provide for portion of public health, welfare and the environment  on all lands of the United States.  The environmental statutes, EPA has established the national system for pollution prevention, abatement and Agency has established regulatory procedures for standards setting, permitting, information gathering in inspections, and enforcement for facilities and operations that may impact the quality of the environment Indian policy, presidential Memorandum and Executive Orders, EPA works with Tribal governments on government basis and recognizes Tribes as the primary parties for making environment policy decisions our program responsibilities affecting Indian reservations, their environments, and the health and welfare reservation populous.  The EPA will assist Tribes in developing environmental protection program, Assistance program Act of 1992, as amended (42 U.S.C.).

INDIAN HEALTH SERVICES IS REQUESTING HELP

LAWTON, OK, AUGUST 20, 2008:   Indian Health Services (IHS-Environmental) is requesting contact information for any person or persons in need of assistance with sewage, lateral lines, water wells, or the repair of water lines.  The Caddo Nation Environmental Program is prepared to help generate a list of potential tribal members who would like to receive assistance from IHS.  Based on generated base need IHS can request more funding in the next fiscal year for our region.  We would appreciate anyone wanting to be on this list or who knows of someone needing assistance to please call in to our office.  In addition, it's helpful if you provide the following: 
Contact information:  Name, address, telephone, and type of work needed. Tribal information:   Enrolled tribe and Degree of Indian blood. We will take all information from all tribal members regardless of tribal enrollment.

Reduce the amount of toxicity of trash your discard.

Reuse containers and products; repair what is broken

or give it to someone who can repair it.

Recycle as much as possible, and buy products

Caddo Nation Recycling Program

The EPA Program is col-
lecting recyclable paper and cans from the employees at the tribal complex and transporting them to the collection facility. All employees are encouraged to recycle as much of their trash as possible.

The American Recovery and Reinvestment Act of 2009 (ARRA) was signed into law by President Obama on February 17, 2009. Division A of ARRA appropriates substantial funding for construction, alteration and repair of federal buildings and for infrastructure projects, such as roads, bridges, public transit, water systems, and housing. In accordance with existing Davis-Bacon Act (DBA) requirements, federal agencies directly contracting for construction work using ARRA funds must ensure that bid solicitations and resulting covered contracts contain Davis-Bacon labor standards and wage determinations in accordance with the Federal Acquisition Regulations.

Also, generally, Federal agencies must ensure that recipients of assistance funded by ARRA appropriations require contractors and subcontractors to pay laborers and mechanics employed on ARRA-assisted construction at least the Davis-Bacon prevailing wages. In addition, Division B of ARRA requires application of Davis-Bacon prevailing wage requirements to projects financed with certain tax-favored bonds.

This portal contains information on prevailing wage labor standards applicable to construction projects funded under ARRA. The Copeland “Anti-Kickback Act” and overtime pay requirements under the Contract Work Hours and Safety Standards Act also apply to ARRA funded construction. In addition, ARRA appropriations will fund federal service contracts subject to the Service Contract Act (SCA), and federal contracts subject to coverage under the Walsh-Healey Public Contracts Act (PCA).
