For auditing purposes, the Caddo Nation abides by the Procurement Policy set forth in its Financial Policies and Procedures Manual. All purchases must be approved by the Finance Officer and all paperwork must be submitted to Louise Smith, the Procurement Officer. Louise handles the procurement and purchase of supplies, equipment, and services for all tribal programs. She ensures that the acquisition process is adhered to following the Purchase Order methodology:
- Requisition
- Purchase order
- Invoice/Statement of billing, and
- Check/Payment voucher.
She also maintains safe record/financial management keeping on the whole procurement process.
Shelby Howery, Accounts payable clerk, takes care of all the accounts payable and vendor payments for all programs. She also maintains files for all transactions involving vendor payments for all programs. Shelby had a degree in Business. She previously worked in the Indian Child Welfare Program and has worked for the Caddo Nation for over 3 years. Shelby is a member of the Caddo tribe.
Richelle Scrivner, is currently the Contract Compliance Officer/MISM in finance. She has earned degrees in computer and business with a BBA: CIS and Masters Business Administration from SW Texas State University. She is the budget analyst and Network/System Administrator. Richelle is responsible for bank statements and their reconciliations and maintaining the files for the programs' statements. She provides computer tech support for all programs administered by the tribe. Richelle has been employed with Caddo Nation for almost 2 years.
