Memorandum of Agreement signed between Caddo Nation and the USFWS



Friday, March 7, 2008 at the opening of the 50th Caddo Conference in Natchitoches,Louisiana, LaRue Martin Parker, Caddo Nation Chairperson signed a Memorandum of Agreement on the reburial area with representatives of the United States Fish and Wildlife Service. The MOA was entered into under the authority of Executive Order 13175-Consultation and Coordination with Indian Tribal Governments and Executive Order 13007-Indian Sacred Site Act. The MOA also permits the Caddo Nation to rebury human remains and associated funerary objects repatriated to the Caddo Nation within a 2.5 mile radius of the U.S. Fish Hatchery site at the newly constructed cemetery site.

In the early 1930's the United State Bureau of Fisheries were preparing the land for a new hatchery which is now known ast the Cane River area in Natchitoches, Louisiana, when they unearthed, looted and destroyed over 100 Caddo graves. In the summer of 1931, Dr. Winslow M. Walker, Associate Anthropologist, from the Smithsonian housed some of the human remains and associated funerary objects for over 70 years.

The Caddo Nation Cultural Preservation Department repatriated the human remains and associated funerary objects from the National Museum of Natural History Smithsonian Institution, Washington, D.C. under the National Museum of the American Indian Act on October 24, 2007. After 76 years the Caddo Nation reburied the human remains and associated funerary objects at a "keep safe cemetery" constructed at the Hatchery site in partnership with the U.S. Fish and Wildlife Service during a private ceremony on March 6, 2008. A public dedication of the Caddo Memorial Plaza, which honors the culture of the Caddo Nation and to remind all that spend time here of the proud history they left behind, took place March 7, 2008. In spite of the cold temperture, over 100 people attended the dedication of the Caddo Memorial Plaza to commemorat this historic event.

Dolores Subia Bigfoot Honored at Southwestern Oklahoma State
University Pow Wow

During the Oklahoma Native American Students in Higher Education 2008 Conference, Dr. Dolores Subia BigFoot was honored during their Spring Pow Wow for all her accomplishments and dedication to our Indian people. Dr. BigFoot is the daughter of Pauline Dunlap Subia and Benito Subia, granddaughter of Julia Edge and Harrison Dunlap, great granddaughter of Pauline Washington and Stanley Edge and great, great, great granddaughter of Caddo George Washington of the Whitebead band of the Na-dat-si, now called Caddoes.

Dr. BigFoot is an Assistant Professor of Research in the Department of Pediatrics, OUHSC. Dr. BigFoot is the Director of Project Making Medicine, a national training program for mental health providers in the treatment of child physical and sexual abuse and the Indian Country Child Trauma Center that is part of the National Child Traumatic Stress Network. Dolores is a doctoral-level counseling psychologist and provides consultation, training, and technical assistance to tribal, state, and federal agencies; mental health and family service agencies. Dr. BigFoot is recognized for her efforts to bring traditional Indian practices and beliefs into the formal teaching and instruction of Indian people and professionals working Indian populations. She has developed an American Indian parent training program which builds on the strengths of Indian parents, families, and communities to parent children. Dr. BigFoot developed the Honoring Children Services of Culturally adopted evidence base treatment for American Indian and Alaska Native Children and their families.

Caddo Nation Member Accepted at West Point





The Caddo Nation would like to congratulate Dion "Trey" Francis III for being accepted at West Point United States Military Academy. Dion, the son of Shannon and Dion Francis Jr. is a senior at Sequoyah High School in Tahlequah, Oklahoma. As a student at Sequoyah, Dion has taken many prepartatory classes to prepare for college. He was named Salutatorian for the graduating class of 2008.

In order to be admitted into West Point, which was no easy task, Dion had to have:

  • an above-average high school record
  • a strong performance on the ACT or SAT tests and a high school class rank
  • the recommendations of his high school faculty to determine his academic
    qualification
  • must be in good physical and mental health and pass a Medical Exam. The
    physical qualifications ask for above-average strength, endurance and
    agility, adequate performance on USMA Physical Aptitude Exam.
  • Leadership qualifications are based on the significant contributions in leader-
    ship positions on athletic teams, in club and class activities, in church orcommunity activities etc. West Point encourages a strong college preparatory
    academic background as a prerequisite for admission.
  • you must also receive a service connected or a congressional nomination letter.
    The nominating offficials may select up to 10 young people for each cadetship
    vacancy they may have. Out of 12,500 candidates opening a file for admission,
    but only 5,000 receive congressional or service connected nominations, estimation
    of 2,500 become qualified (academically & in Physical aptitude). West Point may
    admit anywhere from 1,200 - 1,500 candidates.

On February 6, 2008, Dion received his letter of acceptance for admission to the United States Military West Point, New York. Upon his appointment to the Class of 2012, Dion has demonstrated an exceptional potential for future sevice to his country and fellow citizens.
